Prepare all necessary ingredients.
Dice potatoes into regular soup-sized cubes.
Dice onion and carrots into small cubes.
Clean bell pepper by removing seeds and membranes, then dice it into cubes.
Boil 2.5 liters of water. Add all chopped vegetables to the boiling water. Cook over low heat, covered, for 15 minutes.
